Anna Tokar

Project Manager

Anna Tokar is a public health specialist with over 15 years of experience in global health research, project coordination, and implementation science. Born in Poltava, Ukraine, she holds a Bachelor’s degree in Biology from the National University of “Kyiv-Mohyla Academy” and a joint Master’s degree in Public Health and Health Care Management from Maastricht University and the National University of “Kyiv-Mohyla Academy.” In 2020, she was awarded a double PhD degree (Cum Laude) through the TransGlobal PhD Fellowship funded by the Marie Skłodowska-Curie Actions of the European Commission, jointly conferred by the Universitat de Barcelona (Spain) and Vrije Universiteit Amsterdam (the Netherlands).

Her doctoral research focused on access to healthcare services among migrant female sex workers in Amsterdam. Anna has co-authored over 60 publications, including peer-reviewed journal articles, conference presentations, and technical reports and guidelines developed in collaboration with international organizations such as the World Health Organization. Anna has collaborated on and led research, evaluations, and complex projects for organizations including WHO, USAID, the Global Fund, Deloitte, KPMG, and Médecins Sans Frontières.

Her work has focused on HIV, HCV, TB, and harm reduction programs across more than a dozen countries, including Azerbaijan, Georgia, Latvia, Kenya, Kyrgyzstan, Lithuania, Mozambique, the Netherlands, Russia, Spain, Tajikistan, Ukraine, and Uzbekistan. A strong supporter of evidence-based approaches, she has worked across academia, policymaking, civil society, and the private sector to facilitate evidence-informed action and community engagment. In 2026 Anna joined the ICO Tobacco Control Unit team as a manager of international research projects, specifically for Promoting a Smoke and Aerosol Free (SAFE) Europe.
